The government’s explanation noted that the proposal for amendments to the Higher Education Act was adopted on November 7 and submitted to parliamentary procedure the following day.

The amendments included provisions allowing foreign-accredited universities with accredited programs to operate in Serbia.

Serbian Prime Minister Milos Vucevic announced the withdrawal yesterday, citing "unprecedented pressures and blackmail" from the University of Belgrade leadership.

President Aleksandar Vucic expressed his disappointment with the government’s decision to withdraw the proposed amendments, describing himself as "devastated" by the move.
