The Director of the Office for Kosovo and Metohija, Petar Petkovic, stated that the plans to establish a Kosovo Gendarmerie were announced as part of Albin Kurti’s election campaign, emphasizing that KFOR remains the only legitimate armed force in Kosovo.
In a statement issued in response to announcements from Pristina, that the provisional institutions intend to form a gendarmerie, Petkovic said that what he described as Albin Kurti’s "pre-election fantasies and desperate moves" were being promoted in an attempt to gain cheap political points, as his campaign is evidently not progressing as he had planned.
He added that there is neither a legal basis nor room for Kurti, as he put it, to establish paramilitary and parapolice units outside the framework of existing agreements, nor to deploy them in Serbian communities in the north of Kosovo and Metohija.
"KFOR is the only legal and legitimate armed force in Kosovo and Metohija, responsible for control and patrols along the administrative boundary line, and Kurti is fully aware of this. He cannot change reality through photo opportunities and promises made during an election campaign", Petkovic stated.

He further pointed out that Article 9 of the Brussels Agreement stipulates that the composition of the so-called Kosovo Police in the north must reflect the ethnic composition of the population in those four municipalities, while the Implementation Plan clearly states that no new police formation in the north can be established without the consent of the Working Group, which, in addition to Pristina, includes representatives of Belgrade and the European Union. Without its approval, such a move is not feasible.
"So, Albin Kurti’s latest pre-election activities are nothing more than empty promises, as our people would say", Petkovic added.
