European Commission Transfers First €57 Million to Serbia from the Growth Plan After Seven-Month Delay
After a seven-month delay, the European Commission (EC) has decided to transfer the first tranche of funds to Serbia under the Growth Plan, amounting to €57 million, related to reforms implemented in the second half of 2024, Tanjug has learned.
The decision on the disbursement of funds will be officially announced on 15 January during a debate on the Growth Plan in the European Parliament.
The European Commission assessed that, of the seven steps envisaged by the Reform Agenda for that period, Serbia completed three. As a result, instead of the full €112 million, Serbia will receive €57 million, or approximately 50 percent of the allocated funds.
Some of these measures were adopted subsequently and will be included in the next evaluation.
The start of 2026 brings a new wave of price increases for Serbian citizens, putting additional pressure on household budgets. Higher prices for utility services, energy, taxes, and excise duties are already in effect or are expected by the end of the year.
According to the EC’s assessment, Serbia implemented steps in the areas of energy and digitalisation, including the adoption of measures to strengthen the security of 5G networks in line with European standards. In addition, Belgrade aligned itself with the EU’s visa policy by introducing visa requirements for four countries.
Biannual Assessments
In June last year, Serbia automatically received “pre-financing” of approximately €111 million, representing about seven percent of the total funds allocated to Serbia.
The EC assessed that, of the 18 reform steps planned for 2024 and the first half of 2025, Serbia implemented three. On this basis, out of a possible €269 million, Belgrade will be paid €57 million, or around 21 percent.
This amount may be increased following the assessment of reforms implemented in the first half of 2025.
Based on reports submitted by countries in the region, the European Commission conducts evaluations twice a year to determine whether the agreed measures have been implemented within the prescribed timeframe and makes disbursements accordingly.
