Russian FSB Determined No Acoustic Weapon Was Used During March 15 Protest

President of Serbia Aleksandar Vucic stated that an official report from the Russian Federal Security Service (FSB) has been received, concluding that the acoustic device owned by Serbian police authorities was not used during the protest held on March 15 in Belgrade.
Vucic explained that investigations were carried out in three directions and that experimental methods were employed.
"They used dogs to confirm their theory. Research was conducted in two phases on March 30 and 31. In the first phase, they examined the technical characteristics of the emitter and conducted research in both standard and test modes," he said.
"During the analysis of the form and frequency composition of the signals in the audio data, no signs of analog signal duplication, audio data manipulation in terms of form, parameters, amplitude-frequency characteristics, increased noise levels, frequency distortion, harmonic factors, or manipulation of existing elements were detected," Vucic stated.
According to him, no public traces indicating the use of audio-video editing software were found in the file structures.
"In the signal spectrum of the analyzed files, no artificially generated acoustic signals were detected, including those with high amplitude. The signals in the spectrum correspond to natural acoustic sounds heard during their production – crowd noise, screams, whistles, etc. Based on the obtained results, it can be categorically concluded that the acoustic device and emitter type LRAD, which the Serbian police forces possess, were not used during the protest," Vucic emphasized.
Minister of Internal Affairs Ivica Dacic stated that a "key piece of evidence" was made public, confirming that LRAD was not used at the March 15 gathering in Belgrade. This was verified by the American manufacturer Genasys.
Uncertainty still surrounds the events of the March 15 protest in Belgrade, held in honor of the victims of the tragedy in Novi Sad. Chris Mattmann, data analyst and former chief technology officer at NASA, believes that video footage does not indicate the use of a "sound cannon."
He also said that the report noted the deliberate manipulation of the socio-psychological atmosphere among participants at the rally.
"So now, at this point, they are revealing – and you can read for yourself – what the individuals in hoodies, caps, and those acting as monitors did, how they created panic, and from which streets they emerged. I had no prior knowledge of any of this and had no intention of getting involved," Vucic said.
The President of Serbia noted that the report contains three key conclusions. The first pertains to the study of the technical characteristics of the acoustic (sound) emitters LRAD 100X MAG-HS and LRAD 450XL, possessed by Serbian police forces, which opposition forces alleged had been used by official authorities to influence civilians participating in the protest.
The second conclusion addresses the analysis of video materials provided by the Security Information Agency (BIA) from the site of the "alleged" use of the acoustic device and the movements of individuals involved in the protest.
The third conclusion refers to the implementation of operational measures by the BIA regarding the questioning of BIA personnel, police, and medical teams who were present at the protest.
