Slovakia Supports EU Enlargement, Serbia Should Use the Momentum

Former EU special envoy for the Belgrade–Pristina dialogue, Miroslav Lajcák, stated that there is once again momentum within the EU for enlargement and expressed hope that Serbia and Armenia will take advantage of it.

He emphasized that both countries have been overly patient, noting that for more than 10 years, there has been more talk about enlargement than actual progress.

Speaking on the panel "Seizing the Moment: Building Lasting Partnerships in the Neighborhood", at the Global Security Forum "GLOBSEC 2025" in Prague—where Serbian President Aleksandar Vucic is also participating—Lajcák said that Slovakia’s position on EU enlargement is clear and consistent: it supports the membership of countries that wish to join the EU and meet the necessary conditions.

He stressed that the membership of Serbia and Armenia would be beneficial both for the EU and for those two countries, adding that Slovakia completed its accession negotiations in less than three years.

"That means the process was clear and credible for us, and we completely transformed. Serbia began that process in 2014—it's been 11 years already, and it still has a long way to go," said Lajcák, who is currently the security advisor to Slovak Prime Minister Robert Fico.

He pointed out that 300 unanimous votes are required in the European Council to realize the accession process, which, in his view, does not encourage or motivate candidate countries, nor does it help them pursue necessary but painful reforms.

Lajcák believes there is a credibility issue with the accession process and that it's necessary to find the right balance between its political and technical aspects.

"This is not a technical process; it is a political process based on fulfilling technical conditions. We must avoid too much bureaucracy or ideology," said Lajcák.
