The Ministry of Foreign Affairs of Serbia has expressed concern over statements made by some officials in the region regarding the signing and expansion of bilateral military cooperation agreements between neighboring countries.

In the statement, they emphasize that the entire Balkans remains a sensitive post-conflict region where maintaining peace and stability is of vital importance. “Serbia reminds that the entire Balkans is still a sensitive post-conflict area where preserving peace and stability is crucial, both for the countries in the region and for Europe as a whole,” the Ministry said.

They stressed that any non-transparent actions that could be interpreted as forming military blocs or alliances against third parties increase tensions and deepen divisions, instead of building trust and improving cooperation.

The Ministry also pointed out that the lack of transparency and absence of customary consultations in connection with such agreements opens the door for suspicion and fosters an atmosphere of mistrust – which runs counter to European values of dialogue, predictability, and mutual respect.

“We also remind that some of the countries involved in these arrangements are already NATO members, and their security is fully guaranteed through existing collective mechanisms. Therefore, the real motives and goals of these bilateral agreements – which lack clear military justification but carry strong political symbolism and send negative messages in the region – are being questioned. We also do not understand the reasons for excluding certain countries from these forms of cooperation,” the Ministry stated.

They added that Serbia believes the right path to strengthening trust and cooperation in the region lies in investing in joint training mechanisms, civil protection, and coordinated responses to emergencies – such as floods, fires, and earthquakes – which would bring real and lasting benefits to the citizens of all countries.

“Serbia remains firmly committed to peace, stability, and cooperation in the region and expects all partners to act responsibly in that spirit, respecting the legitimate interests of all parties,” the Ministry concluded.
