Djuric at UN: Serbia Welcomes UNMIK Report, but Says It Fails to Reflect Full Tragedy in Kosovo and Metohija

Serbian Foreign Minister Marko Djuric stated at the UN Security Council session that the fundamental rights of Serbs in Kosovo and Metohija are not only being ignored but are being systematically dismantled, piece by piece.

In his address, Djuric emphasized that Serbia welcomes the UN Secretary-General's report "as a modest but significant step toward a more balanced and realistic understanding of the situation in Kosovo and Metohija."

He added that Serbia deeply values the role of UNMIK in upholding international law, protecting vulnerable communities, and preserving stability under increasing pressure. However, he noted that the report does not fully reflect the scale of the tragedy unfolding daily.

"This is not an abstract crisis - it is the destruction of human lives, the tearing apart of families living in fear, and childhoods stolen by violence and injustice in the 21st century. The regime in Pristina has shut down 128 key institutions in Serb-majority areas - educational, healthcare, and social welfare institutions, postal services, pension systems, and employment services. Even the Red Cross in Kosovska Mitrovica was targeted, which is a grave violation of the core principles of the International Red Cross and Red Crescent Movement," Djuric stated in his speech.

He further pointed out that the Secretary-General's report notes that "Kosovo authorities continued shutting down institutions operating within the framework of the Republic of Serbia, including the Pension and Disability Insurance Fund Branch and Employment Service in Leposavic, the city library and museum in North Mitrovica, the Red Cross branch in Zubin Potok, and the sports hall in Leposavic."

"The report also states that 'international actors criticized such moves as obstacles to accessing basic services, affecting the social, economic, and cultural rights of citizens," Djuric added.

"The Serbian Spirit Remains Unbroken"

He began his address by quoting Nelson Mandela: "To deny people their human rights is to challenge their very humanity."

"These words resonate today with painful clarity as we speak about Kosovo and Metohija, where the basic rights of Serbs are not only being neglected but are systematically destroyed, piece by piece. This is not an abstract political dispute, but a human struggle for dignity, safety, and survival", Djuric emphasized.

He thanked UN Secretary-General António Guterres and Deputy Special Representative Dongjun Shin for “the report and their unwavering commitment to fulfilling UNMIK's mandate in line with Resolution 1244.”

"Serbia is deeply grateful to all UNMIK members who, despite difficult circumstances, limited resources, and a hostile environment, tirelessly safeguard peace, security, and human rights in Kosovo and Metohija. We also thank the previous head of the Mission, Ms. Caroline Ziadeh," Djuric said.

He reminded that this year marks the 80th anniversary of the founding of the United Nations - “a beacon of hope born from the ashes of the darkest war in history,” and recalled its core pledge - never again.

"And yet, on the sovereign territory of a UN member state, that pledge is being tested. In Kosovo and Metohija, ethnically motivated attacks, systematic persecution, arbitrary arrests, open usurpation, and uncontrolled violence are taking place. This is a direct challenge to the principles upon which the United Nations was built," Djuric warned.

Still, as he stressed in his address, the Serbian spirit endures - unbroken.

He added that in the local elections held on October 12, the Serbian List achieved a convincing victory in nine out of ten Serb-majority municipalities.

"This is not just a political result - it is a message of resistance, of faith in Serbia, in democracy, and in the right of people to determine their own destiny. An increasing number of Albanians are also rejecting extremism and choosing peace over division. Serbia expresses its gratitude and admiration to all Serbs in Kosovo and Metohija - their perseverance is an inspiration to us all. Serbia stands with its people and will remain with them - firmly, resolutely, and responsibly," Djuric concluded.
