Mali: An additional 200 million euros next year for apartments for young people

Minister of Finance Sinisa Mali stated that amendments to the Law on Establishing a Guarantee Scheme and Subsidizing Part of the Interest Rate, as a measure to support young people in purchasing their first residential property, provide an additional 200 million euros of assistance for next year.

"We have fully achieved our goal regarding the previous law and the previous guarantee scheme. The 400-million-euro guarantee scheme has been completely utilized, and more than 5,000 young people have bought their first apartment through this program," Mali said.

He added that the government wants to continue this program in 2026 in order to support young people in solving the biggest problem they face at that age, buying their first property.

He highlighted the Law on the National One-Stop-Shop System as very important, noting that it should help reduce costs and speed up procedures.

According to him, this is a reform-oriented law being developed together with the European Union in order to align with EU standards and increase the efficiency of Serbia’s economy. He also pointed to amendments to the Law on Electronic Delivery Notes.

"We are starting with that on January 1st , 2026. Another reform package, together with the e-invoicing system—so, no more paper invoices. Everything is electronic, which is very important and ultimately improves our competitiveness, while significantly reducing costs and increasing efficiency for our businesses," he said.

He stated that since the beginning of the implementation of the e-invoicing system in Serbia, 365 million invoices have passed through the system.

"This is the basis for the so-called preliminary VAT return, and I want to use this opportunity to inform our business community. Over the next year, we will introduce the preliminary VAT return, which will be automatically generated from the e-invoicing system, so we will additionally save time and increase efficiency for our businesspeople," Mali emphasized.

He also mentioned the Law on Factoring, which for the first time introduces a central registry of factoring transactions, in order to reduce the possibility of manipulations and fraud, and to prevent the same documents from being used for factoring multiple times with different institutions.

According to him, this was a demand from the business sector that is now being fulfilled.
