She emphasized that the Working Group formed for this purpose, chaired by a representative from the civil sector, will include the participation of the OSCE’s Office for Democratic Institutions and Human Rights (ODIHR).
At a press conference, Brnabic reminded attendees that the chair of the Working Group on Electoral Process Improvement is Nemanja Nenadic from Transparency Serbia.
"So much for those claims about autocracy. I can’t recall a single instance during their time when a civil society organization participated in a working group, let alone led one," Brnabic said.
She noted that the chair of the Working Group addressed ODIHR on October 9 and 31, inviting them to participate technically in the group’s work. On October 9, the Draft Law on Amendments to the Unified Electoral Roll Act was sent to ODIHR. The draft includes provisions proposed by the opposition and aligns with ODIHR's recommendations, such as forming a commission for oversight, review, and revision of the electoral roll.
Additionally, ODIHR received the Draft Law on the Prevention of Corruption. Subsequently, CRTA submitted a revised proposal for amendments to the Unified Electoral Roll Act, which the National Assembly’s office promptly translated and forwarded to the Working Group chair on October 31, who then sent it to ODIHR on November 6.
"Thus, the first, second, and third drafts are now with ODIHR. On November 5, ODIHR responded, confirming their willingness to participate in the Working Group’s activities. The General Secretariat of the National Assembly forwarded this response to all parliamentary groups on November 12. Based on this, we now expect the parliamentary groups from the Freedom and Justice Party and SRCE (Serbian Centre) to return to the Working Group," Brnabic explained.
She also stated that on November 19, ODIHR provided comments on two draft laws concerning the Prevention of Corruption, with the announcement that they would deliver comments on the Unified Electoral Roll Act amendments in the coming week. Brnabic stressed that intensive work is ongoing in this area.
