Serbian Government Requests Further Delay of Sanctions on NIS for at Least 90 Days
The Government of Serbia has sent a letter to the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC), requesting an extension of the special license that would delay the full enforcement of sanctions against Naftna Industrija Srbije (NIS) beyond April 28.
“We have requested from the U.S. Treasury’s Office of Foreign Assets Control (OFAC) an extension of the special license for at least 90 days, to allow NIS to continue its core business activities while we continue negotiations toward a long-term solution,” said Minister Dubravka Djedovic Handanovic, who chairs the Working Group for Monitoring Activities Related to Potential Sanctions on NIS.
According to the statement, the letter emphasizes that full implementation of the sanctions against NIS would significantly impair the company’s ability to operate and to supply energy resources to Serbian citizens. It also highlights the company’s importance for the energy sector, the economy, and the functioning of public sector institutions.
The Minister of Mining and Energy, Dubravka Djedovic Handanovic, stated that they received information from the U.S. Office of Foreign Assets Control (OFAC) that they have approved the request to delay sanctions and that the Americans have acknowledged the importance of NIS for our economy.
The President of Serbia, Aleksandar Vucic, announced after discussions with José Fernandez, the U.S. Under Secretary for Economic Growth, Energy, and the Environment, that there are no good news for Serbian citizens but assured that Serbia will maintain stability and energy security.
“We used this communication to once again draw the U.S. administration’s attention to the importance of NIS for the Serbian economy and to stress that NIS’s inability to continue its current operations threatens to seriously harm the economy, energy security, and stability of Serbia and the region,” the Minister said.
Djedovic Handanovic noted that the Serbian government has been engaged in an intense diplomatic effort for the past four months regarding the sanctions against NIS.
“The two previous postponements of the sanctions’ implementation demonstrate an understanding of our situation. Serbia will continue to pursue a strong diplomatic effort concerning the NIS issue, and this matter will undoubtedly be part of President Vucic’s discussions in both Moscow and Washington as we seek a lasting and sustainable solution for our oil industry. We also expect Hungary, as our strategic partner in the energy sector, to support the NIS request, as it has done in the past,” the Minister added.
