The Serbian President and the French leader spoke for nearly three hours, which, according to Zecevic, indicates that there is a clear chance for progress in the negotiations. “Based on what we heard yesterday, the opening of Cluster Three is possible,” Zecevic said for Newsmax Balkans.
However, he noted that such an outcome is not fully guaranteed solely because of France’s support, as it also requires a unanimous decision from all 27 members of the EU Council. “Some reservations remain, but objectively speaking, support from France as a major country means a great deal for Serbia,” he added.
Zecevic said that the next year could prove crucial for accelerating Serbia’s European path. He stated that "the opening of another cluster can be expected" and that there is a possibility the country could be "technically ready for EU accession by 2027."
Obstacles on the Path to the EU
Although France and Germany have already shown readiness to support Serbia’s progress, Zecevic emphasized that the process does not depend solely on them. "A unanimous decision is required. However, some neighboring countries such as Croatia or Bulgaria may block Serbia’s negotiations", he warned.
He also pointed to the Netherlands and certain Baltic states as traditionally reserved toward Serbia, but noted that the atmosphere appears to be shifting.
"I think Serbia has changed certain aspects of its approach toward Ukraine recently, so there is some reason for hope", Zecevic said.
Among the key conditions for progress, he listed the adoption of the Law on the Electoral Roll and the election of members of the Regulatory Authority for Electronic Media (REM). “One more member remains to be appointed on behalf of national minorities,” he recalled.
When asked whether the meeting in Paris was organized specifically because of the fulfillment of these two requirements, Zecevic said this was “one of the reasons,” but not the only one.
"This should have been done much earlier, by the end of last year, but Serbia has now completed it. Still, that is not the only reason", he stressed.
He explained that in recent years cooperation with France has intensified "on economic, cultural, and political levels", which is why he views the meeting between Vucic and Macron as "a continuation of relations".
French Assistance for NIS
President Vucic informed Macron in Paris about the situation concerning the Petroleum Industry of Serbia (NIS), and Zecevic believes that the French president has "good contacts with Donald Tramp", which could at least politically influence European partners’ understanding of Serbia’s position.
However, he emphasized that the core of the problem does not lie within the EU.
"Can France help? I think it primarily depends on the United States and its relations with Russia", he said, adding that Serbia has found itself "between a rock and a hard place".
Regarding a potential solution, Zecevic mentioned the possibility that Hungary’s MOL might buy a share of NIS, but also expressed his personal view:
"I would prefer that we be the majority owners of all strategic companies, including NIS. That we have capable management able to run the company".
