European Commissioner for Enlargement: We Want Cluster 3 to Be Opened in Negotiations with Serbia
The European Commission would like to see the opening of Cluster 3 in EU negotiations with Serbia, emphasized the new European Commissioner for Enlargement, Marta Kos, in Brussels.
Kos made this statement at the EU-Western Balkans event, in which Serbian National Assembly President Ana Brnabic also participated, and to whom Kos expressed gratitude for praising the work of the Commission and stressing that when it comes to enlargement, it doesn’t only come down to the Commission, but also to the Council and the European Parliament, and that is "the hardest part."
She added that she would do everything possible to bring one or more countries in the accession process to the "finish line," but stressed that she did not say in the EU because "that is something she cannot promise."
"This part is based on merit when it comes to us," said Kos.
Ambassadors of EU member states have once again failed to reach an agreement on opening Cluster 3, which pertains to competitiveness and inclusive growth, in Serbia’s accession negotiations.
Serbian President Aleksandar Vucic stated, regarding the lack of consensus among EU member states about opening new chapters in negotiations with Serbia, that Hungary will schedule a new meeting for next week.
Kos pointed out that about 150 unanimous decisions in the Council are required for the entire negotiation process and noted that, therefore, the enlargement process must proceed in parallel.
"We are working on chapters and meeting criteria, talking with you, and enabling you to implement reforms, which is a very important part, while on the other hand, we are working with member states. Sometimes it's difficult for us because I agree that the European Commission would like to open Cluster 3. We also have a positive opinion when it comes to the past year," Kos said.
Regarding "bilateral disputes," she stated that everything should be done to prevent them from entering the negotiation process, assessing that so far there has not been 100 percent success on this issue.
"I see my role in helping resolve issues that are very much related to history. And when it's related to history, it's not just about rationality. It's about emotions, it's about psychology," said Kos, adding that she would ensure reconciliation is achieved.
