EU Enlargement Commissioner: Possible Opening of Cluster 3 in the Fall

European Commissioner for Enlargement, Marta Kos, stated that Serbia could open Cluster 3 in the fall if it fulfills the necessary conditions in the meantime, but she assessed that Serbia is making slow progress in the key area of the rule of law.

"Three media laws were adopted a few weeks ago, and work is underway on the electoral law and the formation of the REM council. If Serbia meets these and other conditions, we could move toward opening Cluster 3, but that would happen in the fall," the Commissioner told reporters in Brussels.

Kos thus indirectly dismissed the possibility of Cluster 3 being opened as early as July.

She emphasized that this concerns fulfilling the conditions from an informal document (non-paper) from last November, in which Serbia committed to meeting specific obligations in order to allow the opening of Cluster 3.

"Work on fighting corruption is also important, as is the issue of public procurement. We are also working intensively with Serbia on Chapters 23 and 24 related to the rule of law, but progress in that area is slow," said the Commissioner, according to RTS.

According to Marta Kos, the months-long protests that are still ongoing have distracted the authorities from the issue of rule of law reforms, but after the formation of the new government, that work has resumed.

At the same time, "part of the obligations from the non-paper also includes normalization of relations with Kosovo," Kos concluded.
